DYNAMIC GOVERNANCE STRATEGY: OPTIMIZING TRAFFIC FLOW FOR DRIVERS ON SUTAN SHAHRIR ROAD IN PONTIANAK CITY

Abstract
The lack of discipline of Sutan Syahrir road users in Pontianak City is due to ineffective supporting facilities on the highway as the population density increases. This is the basis for conducting a dynamic governance analysis to see how the government's strategy is to answer the phenomena that occur. This research uses qualitative methods and primary data collection techniques through interviews with the Pontianak City Transportation Agency, while secondary data through LHR and VCR Jalan Sutan Syahrir. The results of the analysis show that the level of service of Jalan Sutan Syahrir is in category C, namely there are limitations for drivers to change lanes or precede, but in reality there are still drivers who are indifferent and reckless. This is related to the theory of spatial cognition, namely driver behavior. Recommendations are given for the construction of road medians and u-turn medians to optimize traffic flow.
